Overview
Formula aid is provided by the Governor and Legislature for public library systems and their services. State aid supports interlibrary loan, delivery, continuing education, coordination of collection development, automation, and Internet access. Direct formula aid to assist individual public libraries is provided by the Local Services Aid Program through the public library systems. Each of the some 757 public libraries in New York State that belongs to a public library system and that meets minimum standards set by the Education Department is entitled to receive this aid.

Central Library Services Aid
Public library systems in New York State maintain a central library that provides extended public hours and a strong research and reference collection for community use. The Central Library Services Aid program provides State Aid to public library systems for one central library or, in a few cases, two co-central libraries in each of the 23 public library systems.
State Aid for Library Construction
State Aid for Library Construction is a formula aid program administered by the New York State Library in partnership with New York State’s 23 public library systems and the Dormitory Authority of the State of New York (DASNY).
Coordinated Outreach
Under New York State Education Law, §273 (1) (h) (1), and Commissioner's Regulation §90.3, public library systems provide Coordinated Outreach Library Services directly and through their member libraries to ensure that all New Yorkers have access to library services through targeted outreach efforts.
Services to State Correctional Facility Libraries and County Jails
New York State Education Law §285 designates funds to make a public library system’s services available to the incarcerated individuals in that region’s state correctional facilities and county jails.
Love Your Library Fund
The “Love Your Library Fund” is used exclusively to support the Summer Reading Program. There are multiple ways for library patrons to show their support.
