Overview
The federal Institute of Museum and Library Services, which administers the LSTA program, requires a Five-Year Plan that describes the State Library’s mission, the library service needs identified for the state, and the ways in which the state plans to use Library Services and Technology Act funds to meet those needs.

Five-Year Evaluation: 2017-2022
The NYSL commissioned an independent evaluation of its 2017–2022 LSTA Five-Year Plan. The evaluation was conducted by Policy Strategy Consultants, LLC.
The firm conducted a mixed methods evaluation that was designed to highlight effective past practices; assess the efficacy of activity implementation used to advance the state goals; and develop key findings and recommendations to inform the next Five-Year Plan.
