Division of Library Development staff are experts in providing support for a wide range of library initiatives. Please use this page to get to know us a little better!

Amy Heebner, Library Development Specialist

Amy heads the Technology, Reporting and Federal Aid Services Team. Amy is the Program Manager for Federal Aid for Library Services and the Library Services and Technology Act (LSTA) Coordinator. She is also the NOVELny Program Manager.

Christine Filippelli, Library Development Specialist

Christine is part of the Public Library System Services Team. She also works on State Aid for Library Construction and acts as the State E-Rate Coordinator for Libraries.

Erica Freudenberger, Library Development Specialist

Erica is on the Technology, Reporting and Federal Aid Services Team.

Lauren Cardinal, Library Development Specialist

Lauren is part of the Public Library System Services and Technology, Reporting and Federal Aid Services Teams. Lauren also works on Digital Equity Initiatives. 

Mary Beth Farr, Library Development Specialist

Mary Beth is part of both the Public Library System Services Team and the Library Aid Coordination, Resource Sharing and Preservation Services Team. 

Natalie McDonough, Library Development Specialist

Natalie heads the Public Library System Services Team and is the Program Manager for the State Aid for Library Construction Program.

Sharon Phillips, Library Development Specialist

Sharon is part of the Public Library System Services Team. Sharon is the Youth and Family Services Program Manager. She oversees and coordinates the Early Literacy, Teen Services, and Summer Reading at New York Libraries programs. 

Tor Loney, Library Development Specialist

Tor belongs to two operational teams: Public Library System Services and Technology, Reporting and Federal Aid Services. He is the Program Manager for Outreach Services to Public Library Systems. Tor works on outreach for Workforce Development and Libraries, as well as Coordinated Outreach Services Aid and County Jails Library Aid (both for public library systems).
