Biographical Note:

Theresa Funiciello

Theresa Funiciello was born and raised in Ballston Spa, New York, one of eight children of a restaurant owner. She attended Bard College on a scholarship and graduated in 1970. In 1973 her daughter, Nanine, was born. Unable to find a job that would allow her to support herself while she raised her daughter, she signed up to receive welfare benefits. In 1975 she moved to New York City, but her experiences as a single welfare mother in the city were often traumatic. For example, when she first lit the gas stove in one welfare hotel, a swarm of cockroaches literally crawled out of the lit burner and into her frying pan. Struggling with the Human Resources Administration (New York City's welfare department) to stay on the rolls, she became involved with the Downtown Welfare Advocate Center (DWAC), first as a volunteer and later (in 1978) as a full-time organizer. (See below for the organizational history of DWAC.)

In 1981 Funiciello left her paid position at DWAC to become an organizer for the Youth Project, a nonprofit grant agency; from 1983 to 1985 she worked for the New York State Department of Social Services administering grants for the Homeless Housing and Assistance Program (HHAP), where she met her future husband, Tom Sanzillo (then also an HHAP administrator.) She continued to serve as president of DWAC's board and to write and advocate for poor people under the auspices of Social Agenda, the policy think tank which evolved out of DWAC during the mid-1980s. In 1985 she debated conservative social scientist Charles Murray on the Phil Donahue Show, and in 1986, Social Agenda was tapped to help distribute the funds raised by the Hands Across America charity campaign.

Her experiences as an activist, first at DWAC and later at HHAP, led her to criticize the welfare bureaucracy and the nonprofit charity establishment as serving their own interests more than those of the poor. Charities and bureaucrats, she argued, focused on providing "services" such as social work – and providing jobs for middle-class social workers – when what the poor really needed was direct cash payments that would allow them to support themselves.

In 1987 Funiciello became a Revson Fellow of Columbia University and served as an advisor to the Joint Legislative Women's Caucus of the New York State Legislature, where she organized a major hearing on housing for the homeless. In 1987 she was hired by the Federation of Protestant Welfare Agencies (FPWA) to research and write a report on poverty in the United States. The report, titled Poverty: The Number One Killer of Our Children, received favorable coverage in the media, but Funiciello's experiences at FPWA further disillusioned her with the private-charity bureaucracy.

In 1989, the Village Voice published her expose of the New York Times Neediest Cases Fund, which charged that the majority of the money collected by the Times went not to the poor but to the administrative expenses of the various charitable organizations (including FPWA) to which the fund donated. Similarly, Funiciello became a fierce critic of the soup kitchen and food bank systems, which she argued served as tax shelters for businesses but failed to provide the poor with nutritious food: businesses could donate worthless surplus and write it off on their tax returns as a charitable donation.

In 1993, Atlantic Monthly Press published Tyranny of Kindness: Dismantling the Welfare System to End Poverty in America, a combined memoir and policy analysis in which Funiciello told the story of her experiences on welfare, at DWAC, and as an advocate for the poor. During the 1990s she continued to write and publish articles on poverty issues, including op-ed pieces in USA Today and the New York Daily News. During the early years of the new millennium, Social Agenda worked with George Soros's Open Society Institute (OSI) to advocate for a Caregiver Tax Credit.

Downtown Welfare Advocate Center (DWAC) / Redistribute America Movement (RAM)

In 1974, a group of welfare mothers (including Abbie Hoffman's wife, Anita) founded the Downtown Welfare Advocate Center (DWAC) to serve as an advocacy organization. Welfare recipients in New York City found themselves at the mercy of unsympathetic bureaucrats and abusive guards who often tried to deny recipients the benefits to which they were legally entitled. DWAC helped recipients navigate this system by training them in their legal rights and advocating with caseworkers for particular clients.

By the late 1970s, the staff of DWAC realized that to make lasting changes to the system welfare recipients needed to organize themselves politically. In 1979 DWAC established a political arm, the Redistribute America Movement (RAM), which organized welfare recipients to campaign for a welfare system more responsive to the needs of the poor.

RAM focused its activism on raising the basic welfare grant, the minimum payment to which a welfare family was entitled. New York State's welfare grant amount had last been set in 1972, but it did not increase to keep up with inflation, so by the early 1980s it was radically insufficient to provide its recipients with a standard of living. RAM adopted a strategy of staging high-profile media events to draw attention to the cause: in 1979, for example, during an awards ceremony for Governor Carey, Theresa Funiciello stood up and berated the Governor for failing to do more to raise the basic welfare grant.

DWAC also issued reports and publications on welfare rights issues. In 1983, for example, DWAC staff collaborated with Timothy Casey of Community Action Legal Services (CALS) to release a report titled "The In-Human Resources Administration's Churning Campaign" which documented systematic abuses by the New York City Human Resources Administration (HRA). As a cost-cutting measure, the HRA had been dropping eligible recipients from the welfare rolls for trumped-up administrative reasons so that they could avoid paying benefits during the time it took these recipients to re-enroll, a practice known as "churning."

As the national mood under President Reagan grew increasingly hostile to welfare recipients, Funiciello and the rest of the DWAC staff felt the need for an organization which would transcend day-to-day issues of advocacy and activism and serve as a policy clearinghouse that would represent the interests of poor people. Initially known simply as the "Social Policy Project," in 1984 Social Agenda was established as an unincorporated project of DWAC; a 1984 conference, "Social Policy and the Current Economic Crisis," announced the birth of the new organization.

By the mid-1980s, due to staff burnout and a dwindling budget, DWAC proper had become defunct. At a 19 June 1986 meeting the Board of Directors voted to end the advocacy aspect of DWAC while maintaining the policy-focused work of Social Agenda, which would become the organizational umbrella under which Theresa Funiciello undertook her subsequent writing and advocacy projects.

New Alliance Party and Related Groups

During the late 1970s and early 1980s, as DWAC and RAM struggled to support their welfare clients and organize for political change, they found themselves in competition with a group of organizations including the New York City Unemployed and Welfare Council (NYCUWC) and the National Federation of Independent Unions (NFIU) which were also attempting to organize New York City's welfare recipients and working poor. These organizations were part of an intricate web of groups, centered around radical social theorist Fred Newman, of which the best known was the New Alliance Party (NAP). To discover more about these groups, Funiciello corresponded with investigative journalists Joe Conason and Dennis King and accumulated an extensive collection of materials documenting the history of NAP and its related organizations.

Scope and Content Note:

This collection contains the personal and professional papers of author and activist Theresa Funiciello and the institutional records of various organizations with which she was associated. It includes the organizational records of the Downtown Welfare Advocate Center (DWAC) and its activist arm the Redistribute America Movement (RAM), where Funiciello served in various executive and administrative capacities, and the records of the welfare policy think tank Social Agenda, which evolved out of DWAC during that organization's dissolution. Another nonprofit agency, the Youth Project, is also represented in the collection, as is the New York State Department of Social Services (NYSDSS), where Funiciello worked as a grant administrator during the mid-1980s. The collection also contains materials related to Funiciello's various written works, which include newspaper and journal articles and the 1993 book Tyranny of Kindness: Dismantling the Welfare System to End Poverty in America. An extensive file of research material includes numerous articles and publications related to poverty, homelessness and welfare rights, as well as an incomplete run of the newsprint periodical The Chronicle of Philanthropy. Finally, the collection contains an assortment of materials which document the activities of the New Alliance Party (NAP), a fringe political organization with which Funiciello and DWAC came into conflict during the early 1980s.

Provenance Note:

The materials in this collection have been organized into ten series based on the principles of provenance and original order. Where possible, the original order and filing scheme of the papers has been maintained and original folder titles have been preserved; in situations where this information was impossible to determine, the material has been organized according to standard archival arrangement practice.

These records document the organizing and advocacy activities of the Downtown Welfare Advocate Center (DWAC) and Redistribute America Movement (RAM). The bulk of the material in this sub-series consists of materials related to RAM's organizing drives and public protests, including flyers, newsletters and an extensive collection of newspaper and magazine clippings. It also includes various formal reports issued by DWAC, including the 1979 pamphlet "Children on Welfare… Families in Need" (Box 21, Folder 6) and the 1983 report on "The In-Human Resources Administration's Churning Campaign" (Box 24, Folder 15), as well as subject files relating to particular issue campaigns. The day-to-day advocacy work of the Center is less well-represented, but the blank forms in Box 21, Folder 20 provide insight into what a typical case looked like.

Series 3: Social Agenda
1983-2006

These records document the activities of Social Agenda, the advocacy think tank which evolved out of the Downtown Welfare Advocate Center (DWAC) during the mid-1980s. Although this series consists exclusively of records relating to Social Agenda as an organization, this arrangement should not be interpreted as drawing too sharp a distinction between Theresa Funiciello's personal projects and Social Agenda's organizational activities; in practice, most of Funiciello's post-1985 work, including the writing of Tyranny of Kindness, was undertaken under the formal auspices of Social Agenda.

Note also that although DWAC proper ceased activity in 1986, it continued to exist on paper for the sake of Social Agenda, which was founded as an organizational unit of DWAC and treated as such for legal and accounting purposes. The records of these two entities have been arranged in separate series, but due to their organizational relationship there is some unavoidable intellectual overlap, particularly in the domain of financial records. The day-to-day financial records of Social Agenda post-1986, such as disbursement ledgers and bank statements, can technically be considered DWAC records and were occasionally labeled as such, but, as they document the activities of Social Agenda rather than DWAC per se, they have been filed with the rest of Social Agenda's organizational records in Series 3. The significant exception to this arrangement consists of income tax returns, which continued after 1986 to be filed in the name of DWAC; these have been kept with the pre-1986 DWAC tax returns in Series 2 to avoid breaking up their original arrangement.

A collection of ten ¾" U-Matic videocassettes. (U-Matic, a professional-grade analog videocassette format, was the standard television production tape during the 1970s and 1980s.) Three of the cassettes have labels which indicate that they are recordings of RAM media appearances; the remaining seven are numbered sequentially but contain no information regarding their contents. In addition, this series contains six U-Matic S cassettes (a miniaturized version of the standard U-Matic cassette designed for onsite recording) whose labels indicate that they contain recording of RAM actions from the early 1980s.

These records document the organizing and advocacy activities of the Downtown Welfare Advocate Center (DWAC) and Redistribute America Movement (RAM). The bulk of the material in this sub-series consists of materials related to RAM's organizing drives and public protests, including flyers, newsletters and an extensive collection of newspaper and magazine clippings. It also includes various formal reports issued by DWAC, including the 1979 pamphlet "Children on Welfare… Families in Need" (Box 21, Folder 6) and the 1983 report on "The In-Human Resources Administration's Churning Campaign" (Box 24, Folder 15), as well as subject files relating to particular issue campaigns. The day-to-day advocacy work of the Center is less well-represented, but the blank forms in Box 21, Folder 20 provide insight into what a typical case looked like.

Series 3: Social Agenda
1983-2006

These records document the activities of Social Agenda, the advocacy think tank which evolved out of the Downtown Welfare Advocate Center (DWAC) during the mid-1980s. Although this series consists exclusively of records relating to Social Agenda as an organization, this arrangement should not be interpreted as drawing too sharp a distinction between Theresa Funiciello's personal projects and Social Agenda's organizational activities; in practice, most of Funiciello's post-1985 work, including the writing of Tyranny of Kindness, was undertaken under the formal auspices of Social Agenda.

Note also that although DWAC proper ceased activity in 1986, it continued to exist on paper for the sake of Social Agenda, which was founded as an organizational unit of DWAC and treated as such for legal and accounting purposes. The records of these two entities have been arranged in separate series, but due to their organizational relationship there is some unavoidable intellectual overlap, particularly in the domain of financial records. The day-to-day financial records of Social Agenda post-1986, such as disbursement ledgers and bank statements, can technically be considered DWAC records and were occasionally labeled as such, but, as they document the activities of Social Agenda rather than DWAC per se, they have been filed with the rest of Social Agenda's organizational records in Series 3. The significant exception to this arrangement consists of income tax returns, which continued after 1986 to be filed in the name of DWAC; these have been kept with the pre-1986 DWAC tax returns in Series 2 to avoid breaking up their original arrangement.

These records have been organized alphabetically by subject. Of particular interest are the files of material on various charities, such as City Harvest and the Times Neediest Cases Fund, which Funiciello accumulated during her research into corruption and inefficiency in the nonprofit world; the Federation of Protestant Welfare Agencies, in particular, is represented by several folders of internal documents. The subseries also includes files on numerous legal cases related to welfare and housing policy, extensive collections of news clippings, journal articles and agency reports, and individual files on a wide variety of subjects. Some files in this series contain correspondence between Funiciello and the subject of the file.

A collection of ten ¾" U-Matic videocassettes. (U-Matic, a professional-grade analog videocassette format, was the standard television production tape during the 1970s and 1980s.) Three of the cassettes have labels which indicate that they are recordings of RAM media appearances; the remaining seven are numbered sequentially but contain no information regarding their contents. In addition, this series contains six U-Matic S cassettes (a miniaturized version of the standard U-Matic cassette designed for onsite recording) whose labels indicate that they contain recording of RAM actions from the early 1980s.
