2015-2016 ESTIMATED Library Aid Charts

Estimated Figures based on Legislative Action as of March 31, 2015

The New York State Library worked with the State Education Department Office of Information Technology Services to produce these DRAFT 2015-2016 Estimated Library Aid Charts. These draft charts are created from Oracle reports. As a result of the switch from Excel to Oracle for the annual calculation of Estimated Library Aid, the State Library is now able to provide additional charts on our website.  For example, there are now individual charts provided for Coordinated Collection Development Aid for Academic Libraries (CCDA), Conservation/Preservation Statutory Aid to the Big Eleven Research Libraries, Hospital Library Services Program Aid, Medical Information Services Program Aid, and Public Library System Services to State Correctional Facilities and County Jails (Interinstitutional) Aid). 

Please note that, when compared to prior years, some of the individual Library Aid Charts may now include different data elements and/or may present the data differently. Please also view and print from the PDF versions, as the PDF versions are formatted differently.  Also, there may be footnotes on the PDF versions which are not yet posted on the web version.

Explanatory Notes

Estimated Figures Based on Legislative Action as of March 31, 2015
The New York State Library prepared these Library Aid Charts in order to project estimated aid payments for 2015-2016 state aid for libraries based on Legislative Action as of March 31, 2015.  Library aid is allocated based on formulas in Education Law. The 2010 U.S. Census was used for the first time in 2012-2013. Some aid formulas include per capita or per student factors. Therefore, the amounts for 2015-2016 may vary from what would be anticipated based on prior years.

These charts reflect the following (See also "Library Legislation in New York State: 2015 Chapters"):

Chapter 56 of the Laws of 2015:

  • Includes special provisions so that each library aid recipient or program is funded based on statutory formulas in Education Law with an additional one-time hold harmless provision back to 2001-2002, prior to the application of an across-the-board reduction necessary to reach the reduced appropriation level.

Chapter 61 of the Laws of 2015:

  • Appropriation of $91,627,000 in Local Assistance Funds to the State Education Department for library aid programs for fiscal year 2015-2016.

Chapter 50 of the Laws of 2015:

  • Appropriation of $350,000 in State Operations Funds to the State University of New York for the four SUNY Centers for Conservation/Preservation Statutory Formula Aid Allocation (Education Law 273(7)(a)).

These charts do not include:

  • Appropriation of $693,000 in State Operations Funds to the State Education Department for the New York State Library for the Talking Book and Braille Library (Education Law 273(8)) and the State Library's Conservation/Preservation Statutory Formula Aid Allocation (Education Law 273 (7)(a)).
  • one-time appropriation of $14 million in Capital Funds provided to the State Education Department for State Aid for Library Construction (Education Law 273-a) for 2015-2016.
  • A one-time appropriation of $1.3 million in Local Assistance Funds provided to the State Education Department for 2015-2016 for a Metropolitan Commuter Transportation Mobility Tax (MCTMT) offset for libraries.
