The New York State Library has implemented a variety of activities in order to bring Outcome-Based Evaluation statewide training to library system staff and member library staff.

2016

  • The New York State Library, in partnership with the Mid-York Library System, scheduled an Outcome-Based Evaluation (OBE) training workshop on September 22 & 23, 2016.

2014

  • The New York State Library, in partnership with the Mid-York Library System, scheduled an Outcome-Based Evaluation (OBE) training workshop on October 16 & 17, 2014.

2011-2012

  • OBE was integrated into the New York State Library's Broadband Technology Opportunity Program (BTOP) $9.5 million grant. Training was done in Central New York each year

2010

  • In May, a two-day basic OBE training workshop was held in Central New York
  • OBE evaluation techniques continue to be a part of the State Library’s internal processes, such as library annual reports, the State Library’s LSTA 5-Year Plan, and Plans of Service for library systems

2009

  • In April, a two-day basic OBE training workshop was held
  • OBE evaluation techniques were incorporated into workshop materials for the State Library’s Gates Foundation Opportunity Online Broadband Grant Program
  • OBE evaluation techniques were incorporated into the State Library’s application for federal stimulus funds through the Broadband Technology Opportunity program (BTOP)

2008

  • In October, one two-day advanced OBE training workshop was scheduled
  • In May, one two-day basic OBE training workshop was scheduled

2007

  • In May, one two-day basic OBE training workshop was scheduled
  • In May, one two-day advanced OBE training workshop was scheduled

2006

  • In fall, one two-day OBE training workshop was scheduled
  • In May, three two-day basic OBE training workshops were scheduled
  • OBE was part of one of the curriculum topics taught during the 12 Gates Foundation Rural Sustainability regional workshops. 500 library staff participated in those workshops.

2005

  • Over 300 library staff have been trained in OBE techniques since 2003
  • 134 library staff members received OBE training as part of the Gates Foundation New York State Staying Connected phase 1 grant program
  • In November, ten people were certified as OBE trainers for the State Library
  • In October, a two-day workshop for advanced OBE training was held, focusing on evaluation instruments and techniques
  • In September, a two-day Train-the-Trainer workshop was held using the manual
  • In spring, a Train-the-Trainer OBE training manual was developed, with the help of Dr. Eleanor Carter, to train library system staff to deliver OBE training to their member library staff
  • In April, a series of three two-day basic OBE workshops were held in different state locations

2004

  • 135 library staff were given OBE training as part of the Gates Foundation New York State Training grant program
  • In the fall, a series of four two-day basic OBE workshops were held in various state locations
  • In August, the final version of the basic OBE training manual was approved for use
  • A pilot workshop was held with State Library staff and selected library system staff to test the basic OBE training manual in May and improvements were added
  • A basic OBE training manual was developed with the help of Dr. Eleanor Carter

2003

  • A ten-phase training plan for bringing OBE statewide training to the library system staff and member library staff is approved by IMLS
  • The New York State Library hosts OBE training, given by IMLS staff, for State Library staff
