Important Information for Construction Project Managers
Here is some important information about the State Aid for Library Construction Progam FY2022-2023 projects. Please review this information carefully and keep a copy of it with copies of all project documents and related records.
The initial payment will be 90 percent of the State Aid allocation amount awarded for this project. The final 10 percent will be paid upon project completion.
The official time period for the expenditure of the State Aid funds allocated for this project is July 1, 2022 through June 30, 2026.
This project must begin within 180 days of official approval notification from the New York State Library, if the project is not already underway. The 180-day project start date requirement is in the law. Any changes to the activities as described in the approved application for this project must first be submitted to and approved by the New York State Library. All activities must be performed as stated in the application. If, due to unforeseen circumstances, the library needs to propose changes to the project activities in the approved application, please contact: Frank Rees or Natalie McDonough (see contact information above).
Year 3 Extension: A written project progress report must be submitted by May 15, 2024 if this project will not be completed and closed out by June 30, 2024. If the project remains open on that date, and upon State Library approval of the written progress report, a one-year extension may be granted through June 30, 2025.
Year 4 Extension: A written project progress report must be submitted by May 15, 2025 if this project will not be completed and closed out by June 30, 2025. If the project remains open on that date, and upon State Library approval of the written progress report, a one-year extension may be granted through June 30, 2026.
This project must be completed by June 30, 2026, and all funds should be expended and the project closed by that date. The June 30 deadline is in the law and there are no exceptions or extensions.
Final payment of 10 percent will be awarded upon project completion and project closure. To close this project and receive final payment, the library must complete and submit an FS-10-F form, final expenses, and photographs of all completed project activities. The FS-10-F form and the instructions for closing out a project and submitting final expenses and photographs are available through the State Aid for Library Construction Program online application portal URL. Complete the FS-10-F form and return the form to the State Library upon approval of the submitted information as described in the form instructions. This FS-10-F form has been customized for the State Aid for Library Construction Program and is not interchangeable with State Education Department forms designed for any other program. State Aid for Library Construction is funded in accordance with Education Law Section 273-a and Commissioner's Regulation 90.12. It is the recipient library's responsibility to conduct project activities in accordance with applicable statutes, regulations, guidelines, policies, terms, conditions and assurances. The New York State Education Department and the New York State Library have the right to recoup any and all State funds if the approved activities are not performed as stated in the application and/or if all of the State Aid and matching funds are not properly expended by the project end date.
