For the first part of the 2003, the Library had two features, the Web Site of the Month and the Document of the Month. Beginning in June of that year, however, the two were combined in to one Feature of the Month, which could be either a document or a Web site.

This well-organized web-guide provides annotated links to the most reliable, substantive sites for U.S Supreme Court research, including sites dealing with topics such as Supreme Court practice, court administration, cases, briefs, slip opinions, and oral arguments. The current calendar, news and commentary, as well as the history of the court, are also included. | |
| November 2004: During World War II, The Hamilton Spectator, a Canadian newspaper, kept its own record of the war in the form of a clipping file -- a collection of approximately 144,000 articles clipped from various newspapers, stamped with the date, and arranged by subject. The file includes news stories and editorials from newspapers, mostly Canadian, documenting every aspect of the war.In cooperation with the Canadian War Museum, this collection is now available online as Democracy at War: Canadian Newspapers and the Second World War. | |
| October 2004: The Kids Well-being Indicators Clearinghouse (KWIC) is a tool to gather, plot and monitor NYS childrens health, education and well-being indicator data in order to improve outcomes for children and families. | |

| July 2004: GovLoans.gov provides, in one Web site, Federal loan information from a number of Federal agencies and GovBenefits.gov, the official government benefits web site. The site has information about the federal loan programs that may be useful to prospective or current homeowners, students, small business owners, farmers, disaster victims, and veterans. | |
| June 2004: The Albany Plan of Union was created 250 years ago, in the summer of 1754, when delegates from seven of the thirteen British colonies, as well as representatives of the six Iroquois tribes, met in Albany, New York. A war among the British and French in North American seemed to be imminent, and the Albany Congress was held in an attempt to unite the British colonies and secure the support of the Iroquois tribes in a common defense against the French. | |
| May 2004: Fiscal Survey of States (PDF). Compiled every two years by the National Governors Association and the National Association of State Budget Officers, the Fiscal Survey of States presents aggregate and individual data on three categories of states' finances (general fund receipts, expenditures, and balances) used to assess their fiscal health. At the time the current Fiscal Survey was released, in November 2002, many states, including New York, were facing budget shortfalls. | |
| April 2004: 2002 Census of Governments (PDF document). The census of governments has been taken at 5-year intervals since 1957. It covers three major subject fields--government organization, public employment, and government finances. | |
| March 2004: The U.S. Government web site, Regulations.gov, enables you to search, view, and comment on proposed Federal regulations from approximately 160 Federal Departments and Agencies. Find Federal documents that are open for comment and published in the Federal Register, the Governments legal newspaper. "As a member of the public, you can submit comments about these regulations, and have the Government take your views into account." | |
| February 2004: The Freedom of Information Act (FOIA) provides that any person has the right to request access to federal agency records or information. All agencies of the Executive Branch of the United States Government are required to disclose records upon receiving a written request for them, except for those records (or portions of them) that are protected from disclosure by the nine exemptions and three exclusions of the FOIA. | |
