Explanatory Notes

The New York State Library prepared the library aid charts in this document in order to project estimated aid payments of 2007-2008 State aid for libraries.

Education Law, as amended by Chapter 57 of the Laws of 2006, provides that each library aid recipient will be funded based on the formulas in Education Law, using the 2000 census, with a hold harmless provision for the 1990 census. No library or library system will receive less State aid than was received under the 1990 census.

Chapter 57 of the Laws of 2007 provides an additional hold harmless provision so that no library, library system or library program will receive less State aid than it received in 2001-2002. In addition to the amounts provided by law and the hold harmless provisions, the Legislature also provides one-time supplementary formula funding for library systems for 2007-2008.

Library aid is allocated based on formulas in Education Law. Some aid formulas include per capita or per student factors. Therefore, the estimated Education Law amount for 2007-2008 may vary from what would be anticipated based on last year's figures.

These 2007-2008 estimated library aid charts include funds provided in Education Law for The New York Public Library to provide services to the students of the City University of New York ($2 million) and for the NYPL Science, Industry and Business Library ($1 million). The library aid charts also include $350,000 directly appropriated to the four SUNY Centers for the conservation/preservation of library materials program in addition to funds directly appropriated to the State Education Department.
