Outcome-Based Evaluation Workshop Scheduled for May 2008

The New York State Library, in cooperation with the Mid-York Library System, has scheduled a Basic Outcome-Based Evaluation (OBE) training workshop in May 2008. The workshop will be held at the Mid-York Library System on May 15 & 16.

These OBE workshops are designed for staff from all types of library systems and central libraries who are engaged in training. Each participant will be asked to submit a description of a training project in advance. Participants will be grouped into teams for the two-day training and from the projects submitted, the trainer will select one for each team to work on during the training.

Workshops are generally held from 9:00 or 9:30 a.m. until 4:00 p.m. each day. The number of participants for each workshop is limited. There is no charge for the training itself. Lunch will be provided.

Providing these workshops is an important part of the State Library’s Outcome-Based Evaluation Training Plan approved by the federal Institute of Museum and Library Services (IMLS) in 2003. As IMLS defines it, OBE, "sometimes called outcomes measurement, is a systemic way to determine if a program has achieved its goals. The organized process of developing an outcome-based program and a logic model (an evaluation plan) helps institutions articulate and establish clear program benefits (outcomes), identify ways to measure those program benefits (indicators), clarify the specific individuals or groups for which the program's benefits are intended (target audience), and design program services to reach that audience and achieve the desired results."
