Proposed Revisions to
Statewide Internet Library Levels
(formerly NOVELNY-Ready Levels)

The NOVELNY Steering Committee invites comments by May 27, 2011 on proposed revisions to the "Statewide Internet Library Levels Table." This table (formerly called the "NOVELNY-Ready Library Levels Table") outlines the current library technology requirements for Basic, Advanced and Leader levels and is intended to assist libraries in keeping current with technology trends.

The proposed revisions to the table update the technology requirements for public, school, academic and special libraries. Libraries meeting these requirements are recognized by the New York State Library and by their library system as being "Statewide Internet Library-Ready."

For comparison purposes, the current version of the table may be viewed on this Web page: www.nysl.nysed.gov/libdev/nvlready/levels.htm.

Basic

Advanced

Leader

Bandwidth Capacity
  • Cable, DSL, Dedicated, or Frame Relay lines with data download rate of 1.5 megabits per second (Mbps) or higher at public access workstations
  • Internet connection with data download rate of 5 Mbps or higher at public access workstations

    AND


  • Wireless access (available to public at no cost) within library (wireless may be on a separate network)
  • Internet connection with data download rate of 10 Mbps or higher at public access workstations

    AND

  • Wireless access (available to public at no cost) within library (wireless may be on a separate network)
Content/Access
  • Internet access to local/regional online public access catalog

    AND
  • Access to NOVELNY databases

    AND
  • Public access computing workstations with printing capability
  • Must meet Basic Level criteria

    AND
  • Commercial databases in addition to NOVELNY databases

    AND
  • Access to and capability to deliver  down-loadable or streaming digital content (e-books, digital audiobooks, digital video, digital music, etc.)
  • AND

  • Remote public access to library services
  • Must meet Advanced Level criteria

    AND
  • Original digitized materials (such as exhibits/galleries, podcasts, digitized objects, original e-books, RSS feeds) created by the library and reliably available online

    AND
  • Interactive online services (such as blogs, book discussions, book reviews, live reference sessions)

    AND

  • Support for mobile devices to include access to online information and databases, and mobile apps
Digital Literacy/
Technology Training
  • Regularly scheduled (at least quarterly) hands-on basic Internet, software, and database training for users in group or one-on-one settings
    AND
  • Staff receives training utilizing technology classes/workshops, Web-based conferencing, or online courses
    AND
  • Staff capability to provide technical assistance to users

(Note: In an earlier version of this table, some training requirements for the Advanced level were inadvertently omitted.)

  • Regularly scheduled (at least monthly) hands-on basic Internet, software, and database training for users in group or one-on-one settings
    AND
  • Staff receives training utilizing technology classes/workshops, Web-based conferencing, or online courses
    AND
  • Regularly scheduled (at least monthly) specialized or advanced Internet, software, and database training for users
    AND
  • Staff capability to provide technical assistance to users

  • Regularly scheduled (at least monthly) hands-on basic and specialized/
