New York State Medical Information Services Program Allocation Formula

The following weighted formula for the annual distribution of the New York State Medical Information Services Program funds to the nine reference and research library resources systems is based, in part, on the original formula for the annual distribution of the NYSILL/RML coupons developed by a Task Force in 1982 and used for the first time in 1983. Minor revisions to the formula were made in 1994.*

Subsidy Allocation Formula
Weighted Institutional Count per Region

  1. Hospitals – The number of hospitals taken from the latest Department of Health (DOH) list of certified hospitals (weight: 2)
  2. Teaching Institutions – The number of teaching institutions in each region, from a list published in the latest edition of Graduate Medical Education Directory (weight:1; The actual weight for each teaching hospital is 3, since these institutions already appear on the DOH list of hospitals)
  3. Other libraries – The member institutions of reference and research library resources systems as reported in 3R's annual reports, excluding public and hospital libraries (weight: 1)
*This revised formula has been used for the allocation of State funds since 1994 when the RML program stopped supplying lists of teaching hospitals and health related instructions to the New York State Library.
