Library needs to discuss option with Municipality.

Library discusses with Municipality types of provisions needed in any proposed legislation.

Municipality should passs "Home Rule Message" or a resolution of support of action.

Library makes a decision to move forward.

Library Board and municipal leaders meet with local legislator to get bill sponsorship.

Legislator drafts bill language and has it reviewed. Language must include budget, trustee and bonding votes. Bill may or may not have a set vote date or sunset clause in it.

Bill language is reviewed by:

  • SED Office of Counsel
  • Division of Library Development
  • Library Board (on occasion)

Bill is introduced and referred to legislative committees. When it passes both houses...

...Bill goes to Governor for signature.

Now the real work begins. The Library Board of Trustees (and Municipality) must sell the creation of the District to the public.
