Library discusses with Municipality types of provisions needed in any proposed legislation. |

Municipality should passs "Home Rule Message" or a resolution of support of action. |

Library makes a decision to move forward. |

Library Board and municipal leaders meet with local legislator to get bill sponsorship. |

Legislator drafts bill language and has it reviewed. Language must include budget, trustee and bonding votes. Bill may or may not have a set vote date or sunset clause in it. |
