Civil Service and Public Procurement

All school district public libraries, municipal public libraries and special legislative public library districts are considered to be public entities and as such they must comply with all laws and regulations in New York State applicable to municipal entities including purchasing and civil service. In short, this means that all purchases over certain dollar amounts must be publicly bid and all employees fall under Civil Service.
