27 to section 273-a of the education law,
28 for approved projects, excluding feasi-

32 tation, including leasehold improve-
33 ments, of buildings of public libraries
34 and library systems chartered by the
35 regents of the state of New York or
36 established by an act of the legisla-
37 ture, subject to distribution provisions
38 in subdivision 4 of section 273-a of the
